I feel some hesitation about doing what we are doing, giving him the substance of 26675/20, but at shall then have given the Promoters every chance.

With further reference to my letter of the 9th ultimo, and to your 20947/1920 of the 26th instant, the statement referred to has been unavoidably delayed, but I now have the honour to inform you as follows:-
On the 10th April, 1913, at the request of His Excellency, the Governor of Hong Kong, the Promoters laid before him a scheme for the development of the South of the Island. The Promoters particularly emphasised that they were not prepared to proceed with the scheme unless assured of the full and sympathetic support of the Government throughout, recognising that only under such conditions would it be possible to bring the same to a successful fruition. Considerable labour and some expense had been incurred to bring the proposals even to this stage, and it was desired to avoid proceeding further unless the assurance of the hearty and sympathetic co-operation asked for could be given. The Promoters were satisfied with the interview, and decided to proceed with the scheme in view of the attitude displayed towards it by the Authorities.
In August 1914, sixteen months after the date of the original interview, and after war had been declared, the Promoters were officially informed that the Agreement embodying the terms of the concession was approved, and would be signed on the Promoters satisfying the Government that they were in a financial position to carry out the terms thereof.
